e-Governance

The department has been instrumental in implementing programmes such as e-Office, BSWAN, SecLan, BAAF, BSDC, e-Court, Service Plus and MSDG. Additionally, the department has successfully completed numerous information technology projects at the request of other departments via its executing agency, Bihar State Electronic Development Corporation Ltd. (BELTRON).

In recent years, Information Technology has evolved into the backbone of the state's service delivery infrastructure. The implementation of the COVID HIT App, Service Plus Portal, and DBT via BAAF represents a watershed moment.

Major e-Governance Projects

Hit Covid App:

HIT-COVID APP developed by the Department of Information Technology, Government of Bihar was launched by the Hon'ble Chief Minister Shri Nitish Kumar on Monday 17th May 2021. The HIT COVID APP eases out the process of tracking those home isolated COVID positive patients who might require immediate medical services or hospitalization.

Direct Benefit Transfer:

Direct Benefit Transfer (DBT) by the Department of Information Technology, Government of Bihar has given the freedom to the beneficiaries from long wait and queues at the banks and offices as now they can receive subsidies directly in their bank accounts.

e-district/Service Plus:

ServicePlus meta-data based e-Service delivery framework which is built on LowCode NoCode (LCNC) architecture for delivering electronic-services to citizens. An application which is quick to learn and easy to use with minimal effort or very less skill set.

Why Choose Bihar

Gross State Domestic Product (GSDP) of Bihar grew at a CAGR of 13.17% between 2015-16 and 2020-21. Bihar has witnessed strong growth in per capita net state domestic product. At current prices, per capita, the NSDP of the state grew at a CAGR of 13.41% (in Rs.) between 2015 and 2021.

Bihar's steady economic growth has helped strengthen the industry and induce potential expansion. The Bihar Industrial Investment Policy - 2016 and Bihar Startup Policy - 2017 are aimed at helping to grow the IT Industry.

Bihar is aggressively working on developing supporting infrastructure in the state. In the absence of adequate roads no state can amplify its economic growth. With this background, the State Government has resolved to connect the capital city of Patna to the remotest areas in the state, so that people can reach the capital within a maximum of six hours from any place. In recent years, the State Government has been making endeavors to achieve this goal and, as a result, the network of roads and bridges has expanded at a rapid pace.

Investment Promotion

Bihar as a state is ready with adequate infrastructure and technological advancement. The Department of Information Technology, Government of Bihar is fostering Start-up culture by providing flexible policies and customized support to the Startups operational in the field of IT/ ITeS, Software Development & Hardware Manufacturing, ESDM (Electronics System Development and Maintenance) along with firms involved in Research & Development of IT/ ITeS Products & Services to attract investment in the state.

Going forward, we have initiated provision of customized support to MSMEs and/or established companies in IT sector. We will develop IT tower at Dak Bangla and Bandar Bagicha. In long term - we are planning IT City and IT Park @ Rajgir and Bihar.

IT department has also emphasized on Incubation and Research centers. IT Department has funded C-DAC to initiate research and development in the fields of Artificial Intelligence, Data Science, Cyber Security & Cyber Forensics, and Internet of Things as part of the initial planning (IoT).

IT department has also funded NIELIT for enhancing Capacity Building by opening training centers at Patna, Buxar and Muzaffarpur. IT department has also funded IIT, Patna for incubation support. On similar lines, as Bihar is an Agri driven state , Bihar will soon open an AgriCoE (Agriculture Center of Excellence) to enhance agricultural productivity by innovative use of technology.
